+I do my halftones digitally, I don't know any place around me that has actual halftone paper though I'd love to try it one day. I've used these free black/white halftone textures for the last decade:

+You can load the textures up in any drawing program (i use Clip Studio Paint, or sometimes an old version of Photoshop CS6), and set the halftone layer to multiply. Then use a layer mask, and erase away the parts you want to make white. I like to use a mix of a hard round brush for filling big areas, and a grainy noise brush for shading.  You can also be lazy and set the whole layer to "overlay" over your colors for some texture.
